Purpose:
Perform necessary procurement actions in support of Large Caliber Ammunition Programs.
Prepare subcontract documentation to meet requirements of client.
Conduct and manage competitive bid process to ensure appropriate competition; identify new sources of supply a needed.
Use knowledge of subcontract terms and conditions to interpret and draft contract language to formulate subcontract working in concert with legal department.
Administer moderately complex subcontracts to ensure supplier compliance with all terms.
Participate on Bids and Proposals team for assigned area.
Work with Planner to ensure timely, accurate and cost-effective fulfillment of all products, components and services required to support defined business requirements.
Manage assigned suppliers to ensure timely and accurate performance.
Develop and implement negotiation plans to optimize supplier performance and reduce costs.
Responsibilities Prepare and document cost/price analysis in support of supplier negotiations.
Develop, document, and implement supplier negotiation strategies.
Conduct subcontract negotiations and administer subcontracts of moderate complexity.
Manage assigned suppliers to ensure timely and accurate performance.
Perform data entry of procurement data into GDOTS procurement database.
Comply with all Government, corporate and business unit policies, procedures, and regulations.
Serve as the focal point with Program Offices on all procurement activities assigned.
Follow requisite procedures in completing purchasing activities.
Work with planner to develop, implement and manage Program Supply Chain plans.
functional areas to identify and resolve material availability, schedule, supplier, and administrative issues.
Generate savings and cost reductions from negotiations.
accurate, complete, and compliant Purchase Orders based on material and service requirements identified in Program Supply Chain plans or forwarded from program teams.
Interface with Compliance to ensure completeness, accuracy, and procedural/regulatory compliance on all procurement matters; utilize policies and procedures to remedy errors and fully resolve or propose solution and escalate to manager.
Evaluate current supplier performance using defined performance metrics and measurements to determine overall compliance and responsiveness to GDOTS requirements.

Bachelor's Degree OR 3-7 years related procurement/ subcontracts experience OR equivalent Discipline/Major:
Business, Finance, Accounting from four-year University Additional Certifications:
Certification in area of specialty desired.
Years and area of experience (required for the role):
2-4 years of government contract administration experience.
3-7 years related procurement/ subcontracts experience and/or training OR equivalent.
Knowledge, Skills & Abilities:
High degree of analytical aptitude with strong problem-solving skills.
Strong written communication skills are required for preparing or assisting in the preparation of written analysis of supplier cost and pricing data as well as presenting information in a concise manner to all levels of the organization.
Knowledge of Government contracting regulations required.
Responds promptly to customer needs.
Demonstrates persistence and overcomes obstacles with a sense of urgency.
