Supervisory Administrative Officer

The incumbent will support the Chief, Medical Service and coordinate all administrative activities to include budget, personnel administration, planning, supplies, equipment, facilities management, safety program administration, community relations, marketing, business planning and coordination of clerical support activities. These activities should be completed with a high level of independence. The incumbent is required to take the initiative for daily successful operation to include recommending realignment of clinical staff when necessary to ensure adequate coverage in all areas of Medical Service. Responsible for the collection and analysis of data for the purpose of business planning, marketing, budget preparation and administration, scheduling, staffing, workload analysis, work-flow engineering, report preparation, etc. Is the principal advisor to Medical Service Chief and staff for the interpretation and application of administrative policies and regulations. Will supervise assigned Medical Service administrative staff from GS- 5 to GS-9 ensuring responsive, effective and timely outcomes. Incumbent will provide subordinate employees with feedback on performance informally on a regular basis. Identifies and addresses specific, performance -related deficiencies with the employee in a timely manner to ensure employee is given every opportunity to improve to a successful level of performance. May serve as the technical representative (COTA) for the development, negotiation and administration of contracts and sharing agreements. Responsible for ensuring that the service is in compliance with all legal, regulatory, policy, Joint Commission, fire & safety and any other regulatory body requirements and standards.responsible for development of administrative policies and procedures for Medical Service. Serves as the Service Level Patient Advocate, timely responding to patient/family members' requests and complaints. He/she must have sufficient knowledge of Medical Service and management processes to represent the Chief and/or Service in determining changes that will ultimately affect the Service operation. Coordinates patient flow through Medical Services ensuring a balance of patient distribution. Incumbent will work out problems and make changes that improve productivity, business practices and patient satisfaction. Incumbent is prepared to handle substantial changes in workload demand including justifying changes in staffing levels, priorities and deadlines. Develop, coordinates and supervises quality assurance activities of clinical staff. Researching; gathering; compiling and analyzing data from various VHA; VISN and other data sources. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Utilizing hospital program planning techniques, healthcare administration, and healthcare delivery systems; solve problems, provide direction and make effective decisions based on knowledge of the results required; using various management review techniques (systematic reviews, administrative audits, data analysis, cost benefit analysis, and other administrative tools) for gathering, analyzing, and reporting data on the effectiveness, efficiency and productivity of administrative programs and presenting information in a relevant format for decision making; meeting HR requirements and regulations; operating within the internal organization regulations, policies and procedures local, Center Office, VACO, Joint Commission level; and managing budget and fund control management. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. OR, Education:

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent graduate degree or successfully completed two (3) full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the Administrative Officer position.
