Supervisory Program Specialist

Provides guidance and instructions on such matters with respect to various reports, action items miscellaneous recurring requirements, and sources from which the HAS Chief can obtain a quick explanation of various matters. Provides management assistance regarding registration, eligibility, and admissions for the facility and seven (7) Community Based Outpatient Clinics. Exercises control and having responsibility for projects, questions, or problems associated with determining eligibility, patient processing or admission activities for the MC. Oversees patient's electronic medical and administrative records. Coordinates patient processing activities. Reviews patient's electronic records and administrative records for compliance. Coordinates and approves the release of information as it relates to the HBD. Advocates for the HBD program needs at the facility and brings matters requiring higher-level intervention to the attention of the HAS Chief. Reviews and interprets various regulations and directives pertaining to Health Benefits Department administration and management of the Department. Keeps staff informed of regulations and requirements, updates, and changes; screens all in-coming policies and procedures and regulations. Reviews all changes to VA directives concerning and effecting HBD and develops adaptations to meet local operating conditions. Reviews new procedures as needed. Incumbent must use own judgment to attain objectives not covered by VA policy and directives. Organizes actions to handle specific high priority or short suspense items for the HAS Chief. Incumbent is responsible for initiating actions to meet internal and external suspense requirements; tracks progress of such actions; and ensures full coordination of replies. Provides feedback to HAS Chief in on the quality and timeliness of action items assigned to staff. Reviews business practices for efficiency and recommends alternatives for improvement. Develops, implements and monitors all procedures to secure adequate control in terms of deadlines, progress reports and directives and uses own initiative in developing procedures which will increase the general flow of production and overcome bottlenecks in all Department sections and processes. Secures the required support for operating requirements. Performs a variety of duties to carry out work concerned with assuring quality of work transaction to carry out health care programs and functions. Serves as the first level patient advocate as required in solving all patient complaints/issues. Handles personal contacts of Veterans who are demanding and/or have a difficult time understanding VA eligibility rules, procedures, etc. Authorizes, denies, and coordinates various services for patients. Handles notification of family members if necessary. Performs other related duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Specialized Experience at the GS-9:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. knowledge in Enrollment and Eligibility, Compensation and Pension Clinic, Admissions, Pre-Registration, Administrative Officer of the Day (AOD), Emergency Department Administrative staff and Decedent Affairs. Provides assistance to the HBD Staff and the HAS Chief of Health Benefits on a variety of administrative policy matters and subjects. Well versed in policy compliance and advises Health Benefits , Regulations and Directives related to the Health Benefits Department and its 9 Sections. Developing policies, procedures, and organization structures required in fulfilling the mission Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. OR, Education:

To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination:

Physical Requirements:
The work is primarily sedentary, although moderate physical effort may be required in attending meetings in many different locations across the campus and conducting walking rounds. The responsibilities of the position can often be physically demanding and stressful due to competing demands. The incumbent must take personal initiative to manage time, resources and priorities to assist with workflow and workload. Work Environment:
The work is carried out typically in a well-lighted office setting. The nature of the work involves everyday risks, which require normal safety precautions, typical of a hospital setting.
