Medical Administration Officer - HAS

Program Oversight and Evaluation - Provides oversight and guidance on technical issues involving eligibility, scheduling, transportation, registration, patient movements, clinic set up, encounters, workload, Veterans Transportation Service/Beneficiary Travel, Decedent Affairs, Patient Funds and many other areas necessary to provide administrative support to the clinical services. Assists in administering and allocating space, equipment and FTEE. Provides leadership in areas of patient administration entailing functions related to Enrollment and Eligibility, Veterans transportation Service/Beneficiary Travel, Lodging, Data Capture, and after-hours leadership through the Administrative Officer of the Day who acts as the primary administrative decision-maker in the absence of the Medical Center Director. Analyzes data and prepares reports for leadership decision-making on a routine basis. Oversees subordinate employees' utilization of software applications to integrate the vast amounts of data residing in the VA corporate and hospital databases into usable reporting systems to provide quantitative and qualitative analysis, education, and data results. Strategic Planning Support - Interprets new guidance and directives directly and/or indirectly impacting HAS. Develops short and long term strategic goals aligning VA priorities and initiatives with insights gained working close to daily operations. Identifies needs and potential issues/concerns and devises flexibilities in operations and constructive approaches to the resolution of problems. Participates in the medical center strategic planning. Assesses and reviews studies, metrics and data from subordinate employees involving clinical organization and operations of medical center functions to provide recommendations and strategies tot he Executive Leadership Team. Supervisory Duties - Supervises MSA Trainer, Call Center Supervisor, Health Benefits Supervisor and Scheduling Supervisors to include the Community Based Outpatient Clinics. Through subordinate supervisors and leaders, supervises employees assigned to HAS. Monitors performance and program effectiveness. Interviews candidates, recommends appointments, promotion or reassignments, hear and resolve complaints from employees, approves/disapproves leave requests, discusses, investigates and responds to employee grievances and oversees development of performance standards. Work is carried out typically in a well-lighted office setting. The nature of the work involves every day risks requiring normal safety precautions typical of a hospital setting. The nature of the work presents a low to moderate exposure to infectious diseases, etc. Work Schedule:

Specialized
Experience:
You must have one year of specialized experience which equipped you the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position being filled. Specialized experience must be equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing organizational support through a variety of major functions within Health Administration Service such as Health Benefits, Eligibility and Enrollment, Call Center and Outpatient Processing or other areas necessary to provide health administration support to the clinical services; Application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness for health/medical administration; Providing oversight, management, or supervision and/or directing the activities of a multi-disciplinary team of health care professionals along with participating in the development, implementation and monitoring of administrative and clinical policies and programs relating to health/medical administration care services. Experience must include:
a. knowledge of pertinent but not limited to VA, Office of Inspector General and Joint Commission regulations, rules, polices and procedures and other bodies of rules and regulations imposed upon health care systems. b. a close working relationship with facility managers and demonstrate ability to delegate authority, evaluate and oversee people and programs. Physical Requirements:
Work is primarily sedentary although moderate physical effort may be required in attending meetings in many different locations across the campus conducting walking rounds and site visits to the community-based outpatient clinics. The responsibilities of the position can often be physically demanding and stressful due to competing demands. Must take personal initiative to manage time, resources and priorities to assist with workflow and workload. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
